Velkhana

Legends hold that this Elder Dragon can conjure great spires of ice out of thin air and instantly freeze any creature that stands before it, turning even massive monsters to icebound statues.

Supercooled Water: Velkhana can produce a supercooled liquid within its body that remains below the freezing point. It expels this liquid as a breath attack, and anything hit by it is frozen solid.

Clad in Ice: Velkhana increases the amount of supercooled water it produces upon entering a heightened emotional state. The water eventually overflows and coats its body before freezing.
